Former Bush campaign official indicted for phone-jamming CONCORD, N.H. President Bush's former New England campaign chairman has denied taking part in a phone-jamming scheme aimed at tying up the Democratic party's get-out-the-vote effort on Election Day, 2002. James Tobin pleaded innocent to conspiracy to commit telephone harassment, and aiding and abetting. He was indicted earlier this month and faces up to five years in prison if convicted. The same accusations are listed in a civil suit New Hampshire Democrats have filed against Tobin, which prompted him to resign as Bush's regional campaign chairman in October. Tobin's criminal trial is set for February. Two other Republicans have pleaded guilty in the phone-jamming operation and will be sentenced in February and March.
