Alright...how is this, then:
1) Scrap all the testing regimens.
2) Consult with the parents.
Regarding eliminating compulsory education I'm of deeply divided mind on the issue. My concerns are that:
It'd be the nail in the coffin of any attempts at integration in the United States. The nation is rapidly resegregating right now.
It'd end up furthering the agenda of the Norquist tax-revolters who'll ask "Why are you paying money for a school system you don't use?" and then hobble education for people who aren't rich even more than it already has been.
How would you have a sufficiently educated population to support reforms and not put ourselves right back where we are now? I know what the inevitable counterargument is going to be-that with the educational system we have no, we already don't have this.

The problem is that compulsory education is tyranny, and gives the public education/government absolute power over the lives of families w/ children who are forced to partake of public education v. private.
I'm hazy on my history of compulsory education, but I think it was done to force the rural people -- the farmers-- to send their children to school. I think some people were even shot and killed in the process of forcing families to do this.
I don't think the same conditions re: rural folk exist any more. At least people should think about it. And also the power of the school systems and the educators must be reduced or nothing will ever work.
